Flowering Hedge
Looks like privet. If allowed it will flower, but usually people cut it too soon. Why not keep most of it and interplant with a few different plants rather than change the whole hedge in one go?

Easy Growers?
Cosmos, zinnia, sunflowers would do well like this. They aren't teeny tiny seedling which are hard to look after. Dahlias too but you might not get flowers this year.

I grow it too, it's a real star - with it's eye-catching deep purple foliage and white flowers that go on and on. Mine clump is about 6" high now but they do get very tall.
