    You may not need a dog license anymore but you DO need to have your dog microchipped. As for cyclists they should be treated like the rest of we road users, ie Taxed, insured and being made to know the Highway Code.

          As both a motorist and a cyclist I see both sides. Put a 'human' in charge of anything, and it will end in tears, sooner or later.
          A little tale...(I have lots more)
          I was cycling home from work one evening, and an oncoming motorist actually crossed from his side of the road to sideswipe/buzz me. Missed me by maybe a foot? I also saw a motorist go through a red light and literally plough through a work colleague. I thought he was dead, really. I found that really traumatic, and was very nervous for a while about cars from side turnings. I also see cyclists disregarding traffic lights and such, something I never do. Not all cyclists are the same...

                  'The motorist' is so heavily governed. We must put in many hours of supervised training. We must pass at least 2 tests. We must conform to insurance and tax requirements. We must keep our vehicles in a legally roadworthy condition, and have that condition checked annually once the vehicle is more than 3 years old. We must not drive while under the influence of drink or drugs. All of this is routinely enforced, most of it relentlessly.

                  Yet we still get plenty of complete knob ends behind the wheel. This is because some people are just stupid.

                  It's easy to see then that if 'the motorist' was not so governed, then 'the motorist' would in general be a stupid idiot.

                  It seems logical therefore that as 'the cyclist' is barely governed at all, some will be idiots. As people, this doesn't make them better or worse than 'the motorist'. It's not a fair comparison because we don't see 'the motorist' behaving as they naturally would if there were no legal consequences.

                          Might I add, using a mobile phone, drinking coffee/tea/pop/other stuff. Then we have cyclists, joggers and their ilk wearing headphones/earbuds so they cannot hear the traffic.
