It looks like a Bromeliad that has flowered or at the very least tried to flower. After a Bromeliad rosette has bloomed it dies but offsets are produced. Continue to water it in the normal way (in the leaf axils) and it will soon start to produce several offsets.
@strongylodon is the forum whizz with these.

As the main plant, a Guzmania, looks green and alive I would cut the flower off and wait to see if any offsets appear. Have you kept water in the (vase) centre of the plant and the compost just moist? if not that could be the cause of the flower dying prematurely or possibly excessive heat.
Offsets can be pulled away from the parent plant later and grown individually but will take three years to flower again.

Thanks. Should I water it or leave it alone...

When can I expect the main stem to start green up again

          Thanks

The main 'stem' is (was) the flower spike and as stated before, is dying off and young offsets should emerge around the base. keep the compost in the pot just moist.
If the brown colouring spreads to the leaves then I think it maybe beyond salvaging.

Is this plant dead? my answer is yes, probably.

Being realistic, you could probably buy another one for 3 quid in Morrisons or Tescos, not my usual approach to plants, but breathing life back into that is going to take ages.

Thanks all for the replies and information - Much appreciated
Looking at the plant again this evening; the central stem just lifted out
              See attached files
Will new shoots start to develop and grow not in central stem or is the plant dead now and should just dispose of it

In that case it looks too far gone and not worth keeping .
