I'm pleased they may be listening to my advice

 

The only problem to that solution is that the other person on the Podium can still hear the other ranting and interrupting which stops the other person speaking. They are talking of imposing a time penalty on the offender, i.e.: taking that time lost by the interruption and giving it to the other person.

 

They should have a mute button with a shock sent at the same time!
