Just wondering if this chamomile is big enough to transfer to my garden soil. They dont seem to be getting any bigger to be honest after about 4 weeks

I would wait, at the moment they would be a slug target. In a few weeks when the soil warms they will get away faster. Make sure they are hardened off before planting.

Hardening off is the process of acclimatising plants, grown under cover, to being outside. Move them out during the day and back at night. Do this for a week or two. Otherwise plants/seedlings go into shock and can take a long time to recover.

Rain water is better but I don't bother unless the seedlings are sensitive. Chamomile isn't. Yes feed with baby bio would help, if they are growing in seed compost there are usually few nutrients if any.

Not yet, it has germinated very nicely so grow it on indoors first to make nice sturdy plants to go out in about April.

The seedlings are no longer babies so would benefit from getting used to the hard life. Personally I'd take the lid off to allow them to get used to normal humidity.

If they are in a warm place now, a slightly cooler (but well lit) spot would be great.

I'd pot them up singly into 3.5in pots, it will make planting out easier when the time comes and I'd wait until after the last frost.

It doesn't look happy to me I'm afraid, its early yet, maybe another sowing in a month or so would be better.
                What is the growing medium?

It's just in seed compost. I have been taking it out for a few hours a day. Do you think maybe that's been the problem. Any suggestions ?

Are they in full sun on the kitchen window sill? I wonder if it's too hot for them.

Going outside is better, shouldn't be a problem unless there is a frost.

When you say taking it out what do you mean.
                Outside?

It just looks like it needs to be allowed to grow normally instead of cooped up.
But it could get too cold still on frosty nights.

Its always difficult, early in the season, to move plants from house to outside without some kind of halfway house like a greenhouse or cold frame.
