        Can you say what your are trying to grow, suspect you are talking about seeds and seedlings or are you looking to enhance existing indoor plants

        Also can you give the links to the lights your are actually refering to, all those figures do mean something, but depends on how detailed you want to become.

        As we understand things, in very generalised terms, seedling benefit from the blue /red lights, bigger plants prefer white light.

          LED = Light Emitting Diode
          COB = chip on board Is a different way of mounting the LED Chip on a heat conducting support so should stay cooler and last longer, possible more efficient.
          20W = Power consumption
          Full spectrum 380 - 780 nm refers to the wave length of light from the lamp, plants absorb most light at 450 to 475 nm and at 650 to 675 nm so these lamps will cover that region (this why plants look green)
          4000K is the colour temperature and refers to how yellow, white, blue the bulb seems as this value increases the blueness increases. 4000k apparently = cool white.
          CRI 98+ is an indication of how true colours appear under this light. Makes plant more vivid so maybe makes indoor plants in a unit look better.
          1716 umol/m2/s and lumens 1628 are different ways of expressing light output from the device.
          What does all that mean? Essentially either will provide a sufficient spectrum for your plants to grow.
          As to whether they provide sufficient light for your requirement depends on how big an area you want to light and how close you put the lamp to the plants etc, in a cupboard keep an eye on the temperature,
          I've had this https://www.amazon.co.uk/gp/product/B07VQZF6MF/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 for a few years in the garage about 30" above the plants and it works fine, bit noisy but thats all, illuminates an area 4.5 sq ft.
