I am all for guerilla gardening in the right place, which is usually in an urban or suburban setting, e.g. neglected flower beds in town centres, roundabouts, central reservations etc. I like the idea of "seed bombs" which can be thrown onto derilict sites or around carparks to (hopefully) cheer them up a bit. It's one way of using unwanted seeds.

It's a good idea, but wouldn't it be seen as trespassing?

Whilst politely enquiring about the parcel of land, I think I would FORGET about raising the subject of offensive Solar Panels.
The Council has a duty to save money and if Solar Panels help them - and they get grants for fitting them - they are unlikely to take kindly to unhelpful input.
Concentrate on the land. That discussion may have a better outcome.

A street away from me, there was a strip of council land between two house drives, about 20' wide and the length from front path to rear of gardens at the back, which the council cut the grass and planted a few flowers at the front end
One of the owners asked the council if he could take up the garden maintenance of it, they gave him the whole 20' wide x 60 yard strip to maintain, which he did for a year, they then sold him it for a nominal £1

He is now the proud owner of a double garage with monoblocked drive :-(
along with a shed and slabbed area at the rear (his plans all along)

If you do not ask you do not get
