      I can completely understand how one person's FOI request can be dealt with differently from an others, because all 'local authorities' do not deal with them in the same way, and some perhaps not even in a correct way.

      Some want to do the minimum and charge the maximum, others will (and yes I have actually known this) invite the applicant to a meeting with tea & biscuits to discuss their concerns and explain whatever is required, and others are simply hostile. So it varies, perhaps as much as local authorities attitudes to allotment tenants.
