It is rather tropical. The plant is available from Hill House Nursery. T.gregorii grows and blooms well outdoors in a very average summer.

Here is another blue Thunbergia - T.vogeliana.....................

Easily my fave Thunbergia is T.mysorensis................

Whilst I don't know the answer to that - I suspect that it would flower in the first year, as long as it gets the heat that it needs. Seeds for bulbs, tubers and trees can all take a long time to get to a flowering size, but many climbers seem to be very fast growers and quick to flower. Thunbergia alata doesn't take long.

usually if a plant it`s hard to germinate or takes long to flower , the price go up .
My suspect is that will be easy to germinate if you find fresh seeds , but it will take long to flowering .

I reckon that it'll need the heat of a greenhouse to grow well. I suspect Sal is right and it may well be a second year bloomer.
