Answer it then leave the phone off the hook for a few hours. Let them really pay for the call.

Remember when if you phoned a mobile and the mobile didn't hang up at the end, the connection was held open? (I'm sure telecoms companies have since fixed that bug). Well I was getting regular calls from someone who didn't even speak English when I answered. After a few times of getting really frustrated, it happened one time while I was in the pub. I just said into the phone, 'well, you're paying for the call', and just left my phone on the bar (it was a trusted place). A stoppyback happened. The connection was held open for at least 6 hours. I never got called from that number again.

Being registered with the TPS does help but is useless for calls from abroad or for any companies that ignore the rules. Ringing it is not recommended but will not connect, anyway, for non-numbers like this. It's not possible for any call to be charged at more than £1.50 per minute (which is expensive enough) so if you accidentally do call a bad number you can hang up before it costs you much.

Call centres that make unsolicited calls don't pay by the minute. They block purchase/rent an open line per period (one month/three months/a year) so trying to hold the line open doesn't work nowadays. They can make unlimited outgoing calls and the operative just switches to another line. The only way it costs them is if you're able to keep them on the line, by sounding interested, as you're taking up their time. They only get paid by results.
