              We still need to decide the composition of the committee, who's eligible, voting procedure, what the committee's aims and objectives are, how the executive shall be formed, ways and means for removing committee members, restrictions on terms of office etc.

                The eventual result would be a recommendation for a new highly paid post of 'Purchasing Officer', using the pretext that they would prevent any future mistakes and their expertise would actually enable all the costs of this new appointment to be recouped by the Council. (pretext because it's lining up a cushy job for a mate)

                So a Committee Report recommending such is approved by the Council and a sum included in the following year's budge, unidentified (supposedly to be offset against future, unidentified savings). The person promised the job no longer wants it and nobody ever gets appointed as that budget allocation gets used for some other purpose and the whole thing gets forgotten.

                  But first, we need to get a full Constitution written for the Committee. I know someone who's an expert at that and doesn't charge too much - Me! :heehee: I'm happy to quote if there's a procurement contract available - or an extra special discount (technically known as a 'kickback') to save the cost of having to put it out to local suppliers.

                    The reason why the prospective candidate for the post of Purchasing Officer was no available to take up the post was because he'd already got another cushy, highly paid job elsewhere in the Council, in charge of re-organising departments to make them more efficient. But all this actually involved was giving everyone over 50 redundancy + early retirement, then after 3 months taking them on again as part time consultants, all at great expense.

                    In each reorganisation, all those approaching 50 would be promoted to identical posts to those who'd just been given the big pay offs, but with different job titles. Then after a few years (during which they re-employed the previous managers as part time consultants) when they all reached 50 there would be another round of reorganistation and the same thing would happen all over again.

                    As this was constantly happening in at least one department at any one time, a need was identified for a full time officer to project manage it. The appointee had years of experience on a Working Party set up to deal with falling/dissapearing workload, and was known amongst staff as 'The Lack of Work Working Party'.

                      I think we need to set up a committee to ensure that the process for forming the committee, deciding the composition and voting rights, and formulation of a constitution, is correct and just. The costings for this can be offset against the savings made by the later committee and the subsequent and as yet unidentified savings that it will provide.

                      In fact, if we had a committee to oversee (in a watchdog capacity) the committee that is going to the committee that is responsible for the creation of the committee, we can ensure that there is full transparency, and that best value for tax-payer funding is guaranteed. This watchdog could be called OfMit (Ofcom is already used) or Fairness And Regulatory Transparency Supervision (F.A.R.T.S.)

                            I'm not so sure shiney, I think we are duty bound to ensure that we have covered all the bases. In fact, one of the first things we need to set up is our Administration Resource Specific Executive

                            This should be fully supported by a team of investigators and strategy development staff; I would suggest that those staff are all female as they are almost certainly the best for the job - they can form the Woman's Independent Local Learned Intelligence Experts team.

                            And of course, all departments will have to be follow Broadly Unified Manaagement Structure code.
