Dunno if that's completely fair, he has resigned when he realised his mistake - you might call that honourable.
Once, years ago, I was accused by a client of making a massive blunder. At the time, I must admit, all the evidence suggested I had indeed made such a blunder (years later found out I hadn't but that's beside the point, as everyone, including me, believed at the time that I had). I went to my boss, told him what was what, and offered to resign in shame to give his company a chance of surviving it. His reaction shocked me at the time, when I was young and naive, but now I'm a bit more worldly, it makes perfect sense. His reaction was something like this: "If I let you take the blame and resign, you will go off to make something of yourself elsewhere, leaving me and your colleagues to sort out the mess without your help, besides which, it will also send out the message that I employ incompetent staff. I can't stop you from quitting if you want to run away from this, but you would be doing me no favours if you did".
These are highly paid people in charge of our country and I expect and require them to apply rigour to their endeavours. That he quit when he was caught out just goes to show he could have kept his job if he'd just done it (or had it done) correctly in the first place.
