    how about lilies, they are not shrubs but beautiful scent!:)

          Daphne 'Eternal Fragrance' or some of the other Alpine Daphnes (cneorum verlotii, susannae 'Cheriton')
          Mahonia Aquifolium
          Cytisus Allgold
          David Austin Roses (Gertrude Jekyll, Jude the Obscure, Golden Celebration, Sceptre'd Isle)
          Deciduous Azaleas (Denny's Rose, Anneke, Berry Rose)
          Skimmia Japonica Rubella
          Osmanthus x burkwoodii
          Buddleia
          Philadelphus
          Choisya Ternata
          Elaeagnus x ebbingei (mine flowered for the first time last year, gorgeous)
          Lilac
          Sarcococca Confusa.

            I was going to suggest caryopteris 'heavenly blue'. It's not heavily scented in the flowers but the foliage, a mix of lavender and eucalyptus almost. I love it!

            Also grow some Stocks - I planted seed a bit late last year in a trough by the front door. They've flowered all through the winter and whenever I walk past them I can smell the fragrance.

            That's a good idea. I do like them and had forgotten about them. I also don't have any so here is my excuse to get them.
            That has reminded me about Prostanthera Cuneata . I love them for the scented leaves too.

            Thank you. That sounds really gorgeous and I'm going to do that. I had no idea they would flower all winter. Sigh, more seeds to get. :)

              bought Californian Lilac and Choisya (Mexican orange blossom) from the fragrant list.. Oh My! what an intoxicating smell!
