      Judging by the plant at the base, which looks very much like Sanseveria I'm guessing this is not in the UK.
      The Palm could be Washingtonia, but it might well be something even more tender.

        i'm thinking that its not in the uk, do we have anything here that is slightly like that? As would love one in my garden

          You could try Tetrapanax , massive leaves, which is not a palm , but dies down in winter.
          For a smaller evergreen version Fatsia.

          On the palm front, Trachycarpus is hardy, but slow.
