    Looks like something with a notch to get at something with your fingers, so perhaps:

    1) A blade (like 'Stanley' or craft knife) dispenser?

    2) Not a penknife because it appears to be plastic, but a folding thingamajig of some sort with something that's pulled out?

    P.S. is that semi-circular area next to the bright patch on the mystery object actually anything to do with it, or is it just a reflection from an overhead light?

    It's a feeler gauge (really cheapo plastic one, possibly from a Xmas cracker?).
