          I think it's only the lack of a little punctuation that makes it hard to understand.

          "...then make lots of money &, in turn, balls up the community".


          Esther, the term 'balls up' in this country means to make a mess of or do something wrongly.

          This refers to running the business down so that there is an excuse for the owners to apply for a change of use to private dwellings - which are much more lucrative. The planning (zoning) laws here don't normally allow businesses to be turned into dwellings. :blue thumb:

            Loads of pubs around here are closing all the time, mostly out in the sticks, (countryside), and if they are near a railway station they get demolished and houses built on the site for commuters.

            Lets face it, who is going to drive miles to go to a pub and drink lemonade?

              mmmmm @ARMANDII & @pete this is tricky!!! :heehee: & I know you are both waiting for my reply! :whistle:@redstar, firstly let me appologise for not putting in the correct punctuation, :doh: as @shiney had already rightly said there should have been a comma :yay:. 'Balls up' is a polite way of saying '**ck up' it's an expression which I use quite a lot!
              Pubs over here are not what they used to be, with all the drink driving laws, lack of spare money in people's pockets & change in trends etc etc the pub trade has taken a bit of a downward turn. Greene king have sold off a lot of pubs to private company's some do very well & make good money but some private landlords just want to buy the pubs & turn them into dwellings, they buy them at a reasonable price put in managers, make it really hard for the managers to make money so they go bankrupt, this happens several times so eventually the landlords tell the council they can't make the business work & in turn get planning permission, it happens all the time here.
              So sorry I didn't explain myself properly in the first place :)

                  Ok, get that part. We call it zoning laws here also. But the building itself is not affected its the land/area it sits on that is. Only certain areas/ or only certain amounts of areas can be zoned commercial and /or residential. Some can be zoned both. In the county I live in, we voted on two major things regarding buildings/and or houses. One was save the space, meaning no packing in of any buildings just to build. And to keep the visual historical quality of of the area in any buildings/or houses. Both do well with keeping value good for current home and business owners.
                  The other is in order to sell any spirits, you have to have a license. And there are only so many licenses given out in the county (have no clue the number) also all licenses cost money, I heard in the thousands of dollars. So some restaurants are bring your own wine etc., and then those stay on a waiting list until a license is given up by another restaurant closing.
                  As far as a Pub, or at least the vision of a Pub that I believe you all have there, we don't have those things in my area anyway. Most restaurants will have a Pub area with in their establishment, but to have a single pub, stand alone is rare.

                    Over here each individual change of the use of a building needs permission and any addition to any building needs permission. Even if you just want to build a small room above your garage you need permission (with certain exceptions). Each area has its own restrictions (within the parameters of the national guidelines) and this includes the decision by the authorities of whether it's in keeping with the area around it.

                    Alcohol licenses are administered by the local authority with input from the police. There is little restriction on numbers in an area, only suitability is normally taken into account. Some licenses go back many hundreds of years - even back to Royal Charters.

                    In our village there used to be five pubs (when we moved here 43 years ago) but there are only two now. The others have failed because of non-viability of business. One is now some shops with houses in what was the garden, one is a children's nursery and the other has been converted into apartments. Their drinks licenses ceased with the closing of the business and no other pubs will, nowadays, be able to get a license in the village (deemed unnecessary), but restaurants would be granted licenses for alcohol consumption whilst having food.

                    In the last 35 years the amount of pubs in this country has dropped by over 20,000.

                      We have that part here also. Have to get a building permit for additions to home . But they do seem lacks. We got one for our addition about 10 years ago, they guy came to check it out and the starting of the electrical wiring, said he'd come back when it was done, never did.

                      that is certainly a lot of pub closings, ---20,000---wow, no wonder they won't let you guys have guns.

                      We need two separate permissions.

                      Planning:- this is where they decide whether you are allowed to build it. You have to present them with full architect's plans and Plan and Elevation views. From those they decide whether it fits the criteria laid down by law and their own criteria about suitability for the site and the area.

                      Once that is done you then need to comply with
                      Building Regulations:- these are stringent details on how the building is constructed, what materials are used and the builders go about their work. There are a number of set stages where the Inspector must be called in to check things. You can't proceed to the next stage without the Inspector's permission. They come in first of all to check that the foundations have been made to the Regulations and then there are other specific stages, drains, electrics, roof etc.

                      If the building is erected without Planning Permission they make you pull it down!

                        We did have the one guy come over, and he only came over once. He said, go ahead with what your doing, I will call and come back in a month.----LOL. he never did call, we finished, now that is 10 years ago.
