Moving rheubob

Is February/March a suitable time for moving a rheubob (sorry I can't spell it but you can guess what I mean)

 

I think I would move it as soon as possible.
It's probably already starting to grow.

'Riwbob' will do for me, that's how it's pronounced in these parts .
