I'm guessing floury as opposed to waxy?

If you mean floury then I'd say it's a lack of water. Potatoes need plenty of water so growing them in containers is not ideal unless you water every day when it's hot. How big are the tubs?

Over cooking? If they've been well watered and haven't flopped over and are a decent size.
You could try buying some of the same varieties and see if when cooked they turn out dry.

I do know what you mean paul.
Is it that kind of second skin, and the spud falls apart inside it when boiled?
So you mostly end up with mush.
      With a bit of skin.
