This is at my garden, which I did not sow, must have blow seeds from the neighbours. I could not remember, but I am sure this is called Centaurea scabiosa? Is this all year plant? I mean, live in frost?

It's called Centaurea montana  It is a hardy perennial and will come back every year.

I was sold this plant as a young Rozanne allegedly. I have nurtured it for 5 months and given it VIP care.
It has never flowered - just produced lots f leaf growth and I am disappointed to say the least.
Please ,can someone identify it and advise me ?
