    I get the impression thats for hard pruned trees.

    I wouldn't read too much into it - Trees grow at varying rates depending on such factors as available water, nutrients, soil conditions, environment, pests & disease, physiology, biology, weather, climate, age, maintainence... the list goes on.

    I agree with treesurfer here, Paulownia want grow that quick in this country. If you cut it hard back every year for the foliage, I doubt if it would do 3 metres.
