My guess is scorch, wet leaves in full sun.

They are very different problems, mildew is usually a white powderey coating.

Scorch is caused by wet leaves being in full hot sunshine.
Dont cut them off as yet.

I have now looked through images on the net of powdery mildew and i do not think it is that all the new top leaves are ok so maybe it is scorch although we only water later in the evening and never during the day when sun is hot

So it's a mini plastic greenhouse? do you open up the roll down door during the day? because if you water even late in the afternoon condensation dripping off the top would land on the leaves...:(
