    I've decided I agree with slinky. The young think that the politicians run the country. They only set the laws. The rules are actually set by civil servants and the rules are what really matter.

    Doesn't matter who you vote for. The Government wins.

    Need a definition John, whats a rule, and whats a law?

    I agree with what your saying, I never did think the politicians actually run the country, lets face it most are far too stupid and ignorant to do the job.
    The way the cabinet get shuffled from job to job suggests that they actually know absolutely nothing about the dept they are IN CHARGE of.

    Exactly its all a power struggle for those educated enough or should i say bluff there way to run this country for money.........................Not the well being of a Gardener... OR any decent law abiding person what ever there veiws be.

    Definition Pete. A law is the theory. A rule is the practice. Thar's why we have to have courts to decide on the rule from the law.

    The best way to understand who runs the country (and it doesn't matter if it was the 80's) is to watch reruns of Yes minister/Prime Minister, very cleverly written. As mentioned above Whitehall Civil Servants run the country.

    Actually Strongy even local govt. works that way. When I was a councillor we had a minority Labour admin. so the Leader needed support whenever she could get it. I was one of the few independent independents (there was an Independent group that used to vote en bloc on every issue. Struck me as not being very independent. They even had caucus meetings.) But once when she asked me to support them (they only needed one vote) on something I thought was particularly stupid she said that I should support it because the C.E.O had said it was fine.

    This C.E.O. was later given a golden goodbye of a quarter of a million after awarding a contract to a freemason friend of his without going to tender which the law requires. But the rules didn't require it so he was asked to resign then given a quarter of a million goodbye. I understand that he is now a CEO on the south coast with a different authority.

    No wonder I've lost my confidence in politics.

    Slinky it strikes me as obvious. We have a local bye-law, as do most towns and cities, that says that dog owners must clean up their pets' pooh. We used to have a couple of dog wardens to enforce the rule by prosecuting people not complying Then to save money, the wardens went so many people now just ignore the bye-law, so it is pointless. It was made illegal, about 5 or 6 years ago, to ride a bike on the pavement. But the police have other things to worry about. I know that in our town nobody has ever been prosecuted for this heinous crime, in fact I saw one of our current generation of town councillors riding his bike on the pavement a couple of weeks ago, and so did a couple of policemen. So what is the point of passing a law if the rule isn't or can't be enforced? Just another example of useless law makers.

    who do you think will get in when we have the next general election ??

    i have no idea who to vote for ! im not up on this kind of thing really

    but what i do know is under labour i am alot worse off now than i was 6+yrs ago and by the looks of things this will be my 5th yr without a payrise !!

    im been flooded by the pollish at work which seem to be getting the jobs before the english !

    and all i can remember about the conservatives was my mum and dad nearly lost there house when the rates went throught the roof in the 90's

    so who do you go for and why ?

    We should be more like the French maybe half the things they get away with here i dont think the Frech in particular would put up with it and i do agree all poltical parties have their perks not just labour and i also beleive they all spin and as far as telling the truth well you can forget that i would not belleive one of them.

    I think most of us are agreed Catt (and not often that happens when politics are discussed). Doesn't matter who you vote for - the Govt always wins.:mad:
