Is this something I should be worried about all the time or just when the carrots are young?

Azad is right on the timing.

To get around the problem, my carrots are in raised beds ( carrot fly are a ground level issue ) and also shield plants with garlic rows.

    Seems to be working.

General rule for sowing carrots that my grandad used was either sow before the cow parsley is in flower in the hedge or wait til it has finished.
Dont know the significance but ive alwatys done this and dont seem to be too badly hit by the fly.
