My 2 year old Victoria Plum tree shoots vigorously from below the graft. Should this be cut right out? It was removed at about this time last year but appeared to inhibit/slow the normal development of the tree.

Yes - some plums are really good at producing suckers and if its a grafted tree, the growth below the graft will be from the original root stock rather than the grafted stock.

Suckers are best removed right close to the stem - if you can tear them off where they join.

I have a greengage, and it suckers well, sadly I can not get to root join, so spend most of my time cutting them donw.
