I have always been taught it is best to turn trays of herb seedlings to face the sun as they strain for the light, as herbs in particular need lots of light?

Is this true of all seedlings, or only herbs?

I'd do it for all seedlings, otherwise they grow towards the light as you say. No reason herbs should be any different!

To be honest I do it with everything. When I spy that my houseplants are on the lean, I turn them!

I would never turn seedlings as they grow on the far side to reach the light and regular turning means they grow more and get leggy.
Much better is to put some reflective foil behind to give more even light

Foil is just what Alys recommended on GW.
