    I would go with Ligustrum aureum, Golden Privet.:dbgrtmb:

    @All, thanks for all your suggestions. Not only does it seem we've answered the original question, but also there's lots of nice looking plants that I was previously unaware of that thanks to your suggestions, are now on my wish list.

    Just to confuse you, there is another Elaeagnus that is very similar.
    Elaeagnus pungens maculata.

    I suggested an eleagnus in the very beginning.
    These are used widely as public area planting because they're such tough plants.
