I have conifers needing to be reduced in height by half and know there is some rule about not cutting them during nesting season...

If you are sure there are no birds nesting then there is no reason why you can't do it now. I used to prune conifers early in September. :)

The RSPB recommend you do not cut or prune between 01-03 and 31-07 As your post says, it is only an offence IF you are aware of any birds nest in active use

It is an offence under Section 1 of the Wildlife and Countryside Act of 1981 to intentionally take, damage or destroy the nest of any wild bird while it is in use or being built. It will be an intentional act, for example, if you or your neighbour know there is an active nest in the hedge and still cut the hedge, damaging or destroying the nest in the process.

I'm not sure this is right. Otherwise, any manner of tree felling and hedge cutting could be justified on the basis of ignorance of any particular nests affected (i.e. just by not looking first). If you do need to cut back trees between March and September, I think you need to check for nests first and make sure that you won't be disturbing/damaging any.

I would wait until the autumn but it really depends on how high the conifers are now. If they're only 3ft high and you want to reduce them down to a little hedge then it doesn't matter but it's more likey they are way over head height, in which case you should wait.

Checking to see whether there are any nests in large conifers is not really an option as they have quite thick growth and you would disturbs the nesting birds by trying to look through them.

An added piece of advice . If you want to reduce them to, let's say, a 6ft high hedge then you need to cut them about a foot lower than the height you want. That gives room for soft growth to grow above the cuts into heavy wood. It makes it much easier for hedging in the coming years.
