I used to work in construction (and still do sometimes) and you have to have H&S talk and Weils disease is always up there and to pass your CSCS and get your certificate you have to know and pass test about it (and other things)

You do realise, Spout Lane has been a topic between the council and several third parties with regards being leased or sold for use which does not include allotments?

No new gates/perimeters, still overgrown and prospective plot holders are being turned away....spells one thing....just a case of how long.

Dopey, is your interest because you are an allotmenteer, a potential allotmenteer or on principle? :noidea:

I agree with clueless that in economic hard times, the council would take the view that anyone who is grateful enough to get an allotment pitch would be happy enough to deal with certain issues. I also get the point that dealing with a "tip" and vermin really should take priority as it would certainly attract more people who have little knowledge but heaps of enthusiasm and would be detered by the conditions you describe.

No advice on the "laws" of this situation though; just the ethical part. Sorry.
