The top part of what's left of the flower has gone, and there's new flowers growing, my question is the black bits do I leave them or can I cut them off, as it looks a little messy.

I usually cut these back plus the stem to Just above the part where there is a new stem forming. By doing this it will encourage more flowers. It also improves the overall look of the plant.

      Harry,
the "deadheading " discipline is what keeps so many flowers looking good for longer. The plant thinks, if I've got a flower, pollination and seed will follow. Job done.
By preventing it from getting to this stage at once, you have a show of blooms for a lot longer. I like deadheading so I don't find it a chore. Try it, you'll be amazed at what will follow!

      What Jenny said!

I remove mine, including the storks as soon as the petals go. Not just on dahlias, but I think any flowers will benefit.
