      Good question Nick.

I'd always assumed it was developed by the War Department in 1940.

Wasn't it used as a de-icer for warheads? Imagine that being your sole job at the base:

"Out the way! It's my time to shine!"

I always thought it was named after the War Dept (as per Ziggy's answer), in fact I was 100% sure this was the answer until I played The Logo board game last weekend with my son. I was wrong, Harry & Loli have it :)

I have a few good old solid tools stamped "WD" that were made during WWII.

Or a ditch might be the answer. The more you cut of the ends, the bigger it gets
