tree stump boundary

    My son moved into his council house two and a half years ago, in the garden spanning the neighbours boundary is a large tree stump, the neighbours have erected a fence around this stump now they want to straighten the fence. My problem is the stump is alongside a well and removing the stump could damage the well, has any one any suggestions to over come this problem

    I would talk to the Council... !
