A pest or a disease ?

The leaves on my Tomatillos are being eaten by something. They start off like tiny blisters on the underside of the leaves then develope into holes and then shrivel up. I had this problem last year but nothing to this scale. I have tried just taking the leaves off, spraying them with a bug buster spray, I've even chopped one plant in half but its still there. I dont want it to spread but so far its just the Tomatillos it likes. Any help folks?
