When I was in Cornwall this May I purchased a dwarf apple tree in a container for my mothers garden. My sister who lives down there has decided that it might be better off in the ground. Question is, will it be okay and when would the best time to transplant it be?

Late autumn is a good time for planting apple trees and there's no reason why a dwarf variety shouldn't do well if planted in the soil. But it'll need a good location - plenty of sun and good deep soil with the ability to retain moisture. It'll also need staking well and regular watering during its first year. Your sister-in-law will need to make sure it's planted at the same depth as in its container.
