I discovered a large number of small black bugs about 3mm in lenght with a proboscis, attacking the bird food, in the bag itself....what could they be 20190106_131540_13.jpg 20190106_131518_20.jpg ?

Grain Weevil, you don't want them in your house! The grain weevil came in the bird food, make sure they don't get in your bisuits tins, you won't have any busiuts left in a few days

You should be able to take the bird food back to where you got it from as the grain was infested at farm /factory/mill/shop, the grain either had weevil in it or there was eggs inside the grain both should have been spoted on sampling, the grain weevil will also lie dormant until the next batch of food comes along

@Fat Controller had the similar problem

I did - mine was ditched immediately and kept in the shed until bin day.
