...used paper cat litter if there's no poo on it?
...those cornstarch wotsits used as packaging?
    Thanks!

We used Cat litter in with the usual heap contents and had no problems, I made sure it was well turned and evenly mixed of course.
I have even scattered it under shrubs where stray cats leave their calling cards and it seemed to keep them away.

As long as it's definitely cornstarch or extruded flour (just found out that exists too - the joys of working in the milling industry...), it's designed to biodegrade, particularly in moist conditions. So it should be fine. My husband would probably say treat it like newspaper - make sure some grass cuttings or kitchen waste goes in on top, layer it well and pee on it for good measure!
