I bought this heavenly blue last year and it flowered nicely. This year, the growing tips have gone all shrivelly. I have removed them all twice but they grow back the same. No sign of any bugs apart from a few greenfly.

Thanks if anyone can suggest what it might be :)

It looks like capsid bug damage, Caryopteris and Fuchsias are some of their favourite plants. They feed on the buds, then when the buds grow the damage shows up. The bugs themselves are very difficult to spot, they usually drop off the plant when they hear you coming and hide on the ground. Spraying with Provado bug killer might held to control them, though I never bother, and my plants recover OK. If you keep on pinching out the tips you won't get any flowers!
