Climbing Rose.

Yet another problem with a climbing rose I planted 3 years ago.The rose has grown almost 6 ft and there is just one tiny bud at the top..not a flower in sight.Any ideas anybody...should I cut it down as it is growing every which way and the thorns are huge.I also have another problem with lilies..they just grew to 4ft and no flowers either.What is going on...
