Is this safe. With everyone pooling their waste can I be sure that there are no perennial weeds present. Or do the weeds get killed off. I want to use my local site but I have enough weeds of my own already.

Is communal composting the same as the green waste bins at the local recycling centre? If it is, you've nothing much to worry about. The green waste is used to form huge compost heaps and the decomposition is pretty thorough, diluting or destroying any of the nasties. I've bought bags and bags of the compost produced by this method over the years and never noticed any ill effects.

On the other hand, I do get stray tomato and cucurbit plants popping up all over my garden from my own compost!

I've used loads of compost from the recycling centre- they say it gets to a high enough temperature to destroy weeds, seeds, and bacteria. I send any diseased plant material [like last years' blighted tomatos etc] to them so I hope they're right! It looks really good, nice and dark and fairly small texture.
Like Flinty I get some strange seeds popping up occasionally from my own compost, but not from theirs.

Isn't there a chance of there being glass, or somesuch, in the compost? I rub my potting compost through my hands to get rid of compacted lumps etc., and I think I'd be a bit wary of that with composted-compost!

I donĀ“t know about glass and things (people can be such idiots) but as for seeds and bacterias, the council compost is a lot safer than home made one. (that said I still love my own compost heap :) )

I saw a gardening program on TV recently where the conucil bods rocked up at the allotments with a truck load of their composted-compost. All for free for allotment holders. I like the sound of that!
