Cornus controversa Variegata issue

Anyone know the issue with my newly planted Wedding Cake Tree? Some of the shoots seem to snap off (can't feel any mushy textures) but some of the leaves and flowers aren't developing correctly.

Looks like a fungal problem but Verticillium Wilt and Anthracnose doesn't seem to affect it in a big way I've read (Cornus kousa is more susceptible). Drainage and soil is good, no issues there.
