I have a little potted conifer of a friends', it got forgotten about and dried out. It has lost all its' needles but scratching the bark still shows some green. Is there any hope for it? I don't know very much about conifers. I'm told it is a dwarf cedar.

I think when conifers drop all their needles you have had it. Some of the branches will have died and you cannot just cut conifers back to older wood and stimulate new growth, like you would with a lot of things. Thats why with leylandii you cannot cut back into old wood, it just doesn't regrow.
Conifers can be fairly drought tolerent but unfortunately unlike deciduous trees they don't wilt when they are getting dry, which would warn you to slop some moisture on. They just drop needles and that is it. The wood will still be green cause it will take a while to die off.
