My dwarf weeping cherry started to form buds in theearly spring, but now looks dormant. There is fresh growth coming from the base of the tree, so there is life somewhere. It has never failed in the 4 years I have had it, it is on a sloping site in full sun and the soil is neither dry nor waterlogged. I live in Scotland and it was a cold wet winter but all my other shrubs and trees have come through unscathed. Is there hope ?

The shoots from the base of the tree really need to be removed. To the best of my knowledge a weeping cherry is grafted so those shoots will not turn into the form you have. If it is in a sloping bank I don't imagine water logging would be a problem. It could be the reverse. It may be too dry. We've had a couple of very wet summers and now we have had a very dry spell just as the leaves on trees were emerging. The leaves should be well out by now. Have you touched the buds? if they are hard and drop off it does not sound too good. You could try giving it a good feed and keep it watered and see. You never know. Remove those low shoots as the energy is going into producing them and you don't want them.
