Ealeagnus covered in Fleas???

I work in estate grounds maintenance and at this time of the year I notice that Ealeagnus bushes seem to be covered in what look to me like fleas. Also when you touch them they jump.
I only see them on Ealeagnus bushes and all they do is sit on the leaves, I can't tell if they cause damage.
If anyone can help shed some light on this it would be helpful.

 

They certainly aint fleas, probably spring tails.

Yes, I will try to take a photo of them. Not Flea Beetles, as they are not beetle shaped. I saw a pic of a Flea Beetle and that is not what these are.

 

I see them on Ealeagnus Ebbingei. They are the bog standard type you see everywhere, industrial estates, apartment blocks. Have a look at one near you

Looked up Springtails but couldn't identify with these.
