I have just bought this from the reduced section of the local garden centre. Is there anything I should be doing to get it looking healthier or is it a lost cause?

It could be one of those that needs to be cut down to the ground after flowering as it develops new stems from the ground each spring.
I would take off everything that looks dead, and have just healthy parts, and then put it into a butt with water and let it take as much water as it wants. Finally, plant it somewhere.

It’s probably just waiting to be released into the ground, any feed in its compost will be exhausted by now. Euphorbias are often looking a little tired at this time of year anyway. I would just plant it out and give it a good soak or if keeping in a pot, refresh the compost
