i assume it has got a covering of algae.which will wash off with a solution of bleach and washing up liquid....... tthis will wash off after a few hours of rainfall, and the fence can be re painted..... i assume this is reuired for aesthetic reasons and /or preservative.
read the blurb carefully to make sure you are using the correct coating...... you could also ask manufacturer of the curreny coating for help.. there often is a helpline available on the tin

if you are in a wet climate and a shady garden which is encouraging algae i suppose you could go for a green fence so it would be camouflaged!
