I recently bought some seed papers for my hanging baskets.

As per instructions I have put then 2cm below the surface compost, applied water, wrapped in a plastic bag to create humidity and left them in the shed to keep warm.

The instructions say to remove the plastic bag after one week, when some small shoots will be evident, with others following shortly.

Each basket has a few very small shoots albeit it 1cm high at best.

Q - Should I continue to water and keep wrapped in the plastic bag to create warmth and humidity, or do they now need exposure to the air ?

    Advice much appreciated !

I've never heard of the seed papers you're talking about Simon, but I think I can visualize what it is - pre-impregnated sheets to germinate in the basket in a poly bag. So, just the same as germinating seeds in a seed tray in a poly bag.
If the germination rate is low I would leave them in the bag for another day or two (keep checking on them) til at least 50% are up.
By that time the ones that are up will need to be out into the light. I never whip them straight out of the bag but open the bag and leave them in for another day or two.
I don't know what you mean about watering them. Part of the purpose of the bag is to conserve moisture so that they won't need watered while they are in there. Once they come out then yes, you will need to check if they need water.
Once those little plants come up the main thing they will need is light.
What plants are on that seed paper ?
Do let us know how this project goes. Quite fascinating.
