    Hi

Having tried to match this tree with online examples it doesn't quite fit the bill.

It doesn't produce cones or grow in the right shape for those fitting it's type of leaf.

    Can anyone help?

    Many Thanks.

      Ah Thanks.

OK so this is a female tree, interesting.

Am I reading correctly that it also has a second, totally different set of leaves that grow at other times?

Must admit the picture had me confused for a while but I'm thinking it is putting out the flowers first then the leaves.
Those in the picture are not leaves.

You can just see the leaves on the ends of the branches opening up.

Not sure its goat willow but I think it is some kind of willow.

It does look like goat willow, I don't recall it changing leaf shape during the year. If that is in your garden I would seriously consider getting rid of it before it gets too big. I had a few I grew from seed thinking they were something nicer, after flowering those fluffy seeds blow everywhere and come up like weeds, mine were too close to our house and the seeds would blow inside and be really messy.
