How far to cut this back ?

How far should I cut this rose back please? As you can see it's quite bare at the bottom. Thanks.

 

Do you know what sort of rose it is? Climber, shrub etc? Do you know how old it is? Does it only flower once in summer or does it repeat flower? Without knowing I would just cut off any dead bits, very spindly stems and bits that rub each other and cut off all the bits that flowered last year with hips on them. Give it a mulch, bought compost will do, then feed it in March with a rose fertiliser.
