I intend to feed my newly planted pansies with some tomato fertilizer on a weekly basis (as advised on the instructions). The pansies are near some very young buddleia and hydrangea plants (just filling in some soil space and adding some colour for now). Would the tomatoe fertilizer be beneficial to the young buddleia and hydrangea plants, or should I try and avoid drenching them with it?

Are the pansies flowering yet? Personally I'd go for a general feed until they start flowering.

Yes, the pansies are flowering well. Will the tomato fertilizer affect the small buddleia and hydrangea plants in a good (or bad) way?
