    Looks like Red Valerian to me.. Centranthus ruber.. All over the place and in walls around our village..

      A quick google suggests you are bang on going by the way the leaves wrap around the stem; I spotted it growing wild near Heathrow yesterday, and don't think I have seen it before. Pretty wee thing.
