Is it safe to say that if a tree doesn't have any leaves by now, it is definitely dead? Guessing the winter was too harsh for it?

What tree is it? I don't know but it had blue blossom last year. The next door neighbour has same species and theirs has leaves on and has flowered already.

Thinking I should cut it down and use for firewood, but didn't want to if there is a chance it will still be alive somehow?

I'm suspecting it's a ceanothus. They are blue and flower May/June. Could you google it and confirm?

If so, the outlook is poor, I'm afraid!

Sounds like Ceanothus to me too. If there is no sign of it reshooting then I would agree, it is dead.:cry3::dbgrtmb:
